Coordination, advocacy, and localization through three working groups

Humanitarian Coordination Working Group

HCWG

A platform for PINGON members to coordinate and share information on humanitarian efforts in alignment with national and international frameworks.

Leadership: Chair/Co-Chairs elected annually; IM support via the ACCESS 2 consortium (ECHO-funded).

  • â–¸Facilitate strategic and operational coordination among members, UN agencies, and government.
  • â–¸Promote timely, transparent information sharing on needs, responses, and gaps.
  • â–¸Engage OCHA, the Humanitarian Country Team (HCT), and the Inter-Cluster Coordination Group.
  • â–¸Strengthen member capacity on coordination, humanitarian principles, and accountability.

Policy and Advocacy Working Group

P&A WG

A platform for members to collectively engage stakeholders through coherent, informed, and principled positions on critical humanitarian and development issues.

Leadership: Established at the May 2025 Strategic Planning Workshop, Tagaytay City.

  • â–¸Develop a cohesive, network-wide advocacy and communications agenda.
  • â–¸Collect and synthesise evidence, data, and human-interest stories to inform messaging.
  • â–¸Engage Congress, DSWD, NDRRMC, DILG, OCD, and BARMM ministries on shared positions.
  • â–¸Promote meaningful engagement of affected and most-at-risk populations.

Localization Working Group

LWG

A platform to operationalise Goal 3: strengthening localization by building understanding, solidarity, and direct support for national and local CSOs.

Leadership: Chair: Kindernothilfe (KNH). Co-Chairs: Oxfam Pilipinas / Humanity & Inclusion.

  • â–¸Develop a shared working definition of localization in PINGON’s context.
  • â–¸Align with global commitments such as the Charter for Change and Pledge for Change.
  • â–¸Advocate for increased direct humanitarian financing for national and local CSOs.
  • â–¸Enable inclusion of qualified national and local CSOs aligned with PINGON’s values.
